I'm pretty certain it'll come out officially at some point. Whether as a bonus or website/fan only thing who knows? And how long it'll take is also another matter. I'm also not sure who's decision it would now be because any clean-up will need to be paid for.
The best tracks on it became Quo tracks. Its not a great legacy in memory of him but it's still a record of his work. There may well be demos of new songs as well. Bonus tracks?
We live in hope.

Not sure about that. Probably better if it's put into the hand of a capable engineer like John Eden, as it would need some serious work done on it, including remixing, to make it sound a bit more contemporary. Main question will be, as Billy so rightly has mentioned already - who's going to pay for it, when numbers sold are going to be negligible ?

If original Quo albums over the last decade (apart from A1) have sold in depressingly low numbers from the band's POV, do you seriously expect a re-issue from an under par 80s album from an admittedly dead (cynical, but yes, death sells) member of a rock band without a name to him as a solo artist will, out of the blue become a massive seller ?? Realistically they're lucky when it's going to sell a few thousand.

Don't get me wrong, I don't expect it to sell millions if it ever got released, but I think you do it a severe injustice by stating a few thousand. I note that you consider RD as under par but not KOTD,and you call me predictable You may not have heard the word before, but it's called taste - and obviously ours differ.
